Before founding CDS, Justin Cook spent more than a decade working on demanding plumbing, piping, pumping, and industrial infrastructure projects around the world.
From geothermal sites in Oman and Vietnam to industrial projects in Japan, Dubai, and the North Sea, Justin built his career in environments where precision mattered, conditions were difficult, and the work had to be completed correctly.
In 2021, he brought that experience home and founded CDS Plumbing Services in Tampa Bay. What began as a local plumbing company has since grown into CDS Service Co, a team built around the same principles Justin carried throughout his international career: preparation, craftsmanship, accountability, and reliable execution.
Career timeline
Oman | 2012–2015
Justin's international career took shape in Oman, where he worked on geothermal steam-well and industrial piping projects.
The work required more than traditional plumbing knowledge. It involved operating in remote environments, understanding complex piping and mechanical systems, coordinating with multidisciplinary teams, and maintaining high standards under demanding field conditions.
Those years strengthened Justin's technical foundation and taught him a lesson that still influences CDS today: dependable results come from disciplined processes, careful preparation, and people who take ownership of their work.
Vietnam | 2016
In 2016, Justin continued his international work in Vietnam, contributing to geothermal and industrial piping projects in a new geological, environmental, and cultural setting.
Each project presented different operating conditions and required the ability to adapt without compromising quality or safety.
Justin's experience in Vietnam sharpened his problem-solving skills and reinforced his ability to manage complex work in unfamiliar environments. It also expanded his understanding of how strong teams communicate, coordinate, and execute when the margin for error is small.
Japan | 2018
Justin's career later brought him to Japan, where he worked in an environment recognized for precision, organization, and rigorous standards.
His time there further shaped his approach to technical work and project execution. Attention to detail was not treated as an extra step. It was built into the process.
That mindset remains central to CDS Service Co today. Whether a job involves a minor repair or a large plumbing installation, the expectation is the same: understand the problem, respect the property, perform the work correctly, and verify the result.
North Sea | 2019
In 2019, Justin worked in the demanding conditions of the North Sea, repairing and maintaining large lift-pump systems used in industrial operations.
The environment placed significant pressure on both people and equipment. The machinery was complex, access could be difficult, and reliability was essential.
This experience further developed Justin's ability to diagnose mechanical problems, work methodically under pressure, and remain focused when conditions were far from ideal. It also reinforced a principle he later carried into CDS: customers should not have to manage the technician. A professional should arrive prepared, communicate clearly, and take responsibility for moving the job toward a solution.
Dubai | 2019–2021
From 2019 through 2021, Justin worked on geothermal, industrial plumbing, and infrastructure projects in Dubai.
The region's pace, scale, and environmental conditions demanded adaptability, coordination, and strong technical judgment. Justin worked alongside teams responsible for sophisticated systems and large projects where consistency was critical.
By this stage of his career, he had developed more than technical ability. He had learned how quality is maintained across teams, how systems support growth, and how strong operational standards protect the customer as an organization becomes larger: lessons that would become foundational to the company he launched next.
Tampa Bay | 2021–2025
In 2021, Justin returned his focus to the United States and founded CDS Plumbing Services in Tampa Bay. His goal was straightforward: bring the discipline and professionalism of large industrial projects into everyday residential and commercial plumbing.
Customers should receive clear communication. Technicians should respect the home or facility. Problems should be diagnosed carefully. Work should be completed to a high standard. And the company should stand behind what it does.
What began as a one-truck operation grew into a team of licensed professionals serving homeowners, property managers, and businesses throughout Tampa Bay. Under Justin's leadership, CDS developed a reputation for handling everything from routine service calls and fixture repairs to repipes, water heaters, drain problems, commercial plumbing, and complex installations.
The equipment and project sizes may differ from Justin's international work. The standard does not.
CDS Service Co | 2026–Present
As CDS grew, the company added technicians, vehicles, customers, operational systems, and new capabilities. In 2026, CDS Plumbing Services became CDS Service Co.
The new name is not a departure from plumbing. Plumbing remains the company's foundation and the craft on which its reputation was built.
CDS Service Co represents the next stage of that growth: a more structured service organization built to deliver consistent results as it adds crews, expands its capabilities, and serves more of Tampa Bay. Behind the scenes, that means stronger training, better dispatching, clearer processes, improved quality control, and systems designed to help every technician deliver the level of service customers expect from CDS.
Justin's journey, from international industrial sites to homes and businesses across Tampa Bay, connects directly to the company CDS is becoming.
The locations changed. The scale changed. The mission became local.
The standard remained the same.

This was to be my 5 th estimate for a septic repair. The two gentlemen that arrived were on time, personable, knowledgeable and super helpful. They determined that I only needed a ‘ replacement float’!!! Estimates were much lower than other companies. Quality remained! It has been a difficult few years for everyone, I’m certain. Our experience with Justin Cook, owner of CDS, was extremely positive. We had a shower valve issue on the weekend and he came right away. We called upon CDS Plumbing Services because they not only had the highest rating and hundreds of great reviews but because of the dire need to get a job done in less than three days! My girlfriend and I live in a 55 plus adult community that did not install a water line for the refrigerator because back in the 1970’s there was no need. We were tired of making ice in ice trays and I’m used to getting water and ice from refrigerators I’ve had in past residential homes. When I initially spoke with Nora, their dispatcher/gatekeeper, she told me if I was available the same day, Justin, the owner, could meet me and give me an estimate right there on the spot. Mind you I was told upfront there would be a $75 service fee, but it would be waived/deducted from the invoice if we hired them for the job. Once given the total price minus my Veterans discount (which saved us $150) - I shook this man’s hand from Texas, and he said his best men that service the Lakeland area would be out here in three days! Dalton and Timothy did exactly what they were supposed to and installed a water line with a shutoff valve within a cabinet next to where the refrigerator will be installed this week! Quick, efficient, no issues, professional job well done and even told me to have a 3/8”x1/4” brass supply line adapter in case the new fridge line is a 1/4”! I’ve had 4 plumbers come out insisting I was having septic problems even though the water flooding my bathrooms was clean water. CDS Plumbing came out today, Justin and Matt quickly verified it was not the septic but a clogged drain. Justin even mopped up the floors! While the owner Justin is adorable the Justin who came out today was much more polite and helpful (they dared me to mention that!) Highly recommended company. Their quote was considerably less than the other plumbers.

CDS PLUMBING did a good job for a fair price. I had a stoppage in the main sewer line between my house and the street. I called CDS and they responded quickly. An attempt was made to snake the line but it jammed the snake. Replacing the line which ran adjacent to very large oak tree was the only option. The crew showed up on time on Monday and removed the old line and many large roots. The new line was completed on Tuesday, inspected by Hillsboro County, and the trench filled in. We are a local assisted living who had been functioning off of a private well for many years. After the major hurricane last year, we were experiencing a ton of problems with the well pumping clay/orange sand into our pipes in the facility. We had to replace a very expensive washing machine and dishwasher because of the failing well. We looked into the possibility of hooking up to the county water. We knew it was going to be a pretty penny, but could not afford to keep replacing appliances and fixing the well would have been just as expensive. After four quotes from four reputable plumbing services, we chose CDS Plumbing and Justin the amazing owner to take the job. There were bumps and hurdles with the county and he made the entire process as smooth as possible. He spoke for us, made the moves for us, got the job DONE for us. We had pushback from the county and he assured us that we can get over the humps and we did. He was extremely knowledgeable, extremely humble, patient and confident. That is what we needed because we were extremely frustrated with the failing well And the everyday surprises it was bringing. He was the most affordable, most knowledgeable out of the four quotes we had gotten and we were confident about using CDS plumbing for this major job. They had to dig up the street and dig up the property to lay down the appropriate piping/meters. CDS made us feel like we were top notch, high priority, like we were a grand hotel. Every person on his team was nice, respectful, knowledgeable, and approachable with any questions that we had. Once the job was finished we had clean pipes throughout the facility, major water pressure 🙌and priceless confidence that we can just relax and get this off of our shoulders. I had a wonderful experience with CDS Plumbing helping resolve an issue my mother was having at her home during the holidays. I wasn’t sure how quickly I’d be able to get someone out to her house, but when I called CDS, I spoke with a delightful woman named Nora who immediately put me at ease. She arranged for a technician to come out the very same day. Josh arrived promptly and cleared the clogged drain right away. He also took the time to assess a recurring clog issue and identified a small section of cast iron piping with nodules that were restricting proper drainage. Josh explained everything clearly and recommended an affordable long-term solution to prevent the issue from happening again. He then helped schedule the Hydro-Smooth repair during the week in a way that worked with my mother’s schedule. I can't say how great this company is. They saved me from buying a house that had a crushed P-trap in the shower. I used them again for a septic inspection and they were able to get us on the schedule fast and had a quick turn around with the document. Jordan the tech was great with communicating and answering my questions. Justin the GM was great, he called me on a Sunday. I would recommend this company to everyone!

I needed to connect to the sewer and abandon my Septic tank. Several companies told me that I would have to hire separately for that, but CDS was able to do both. My family and I had several plumbing issues, though minor and more of an annoyance than anything, that had been a problem for many months. We delayed calling a plumber and getting them fixed because the two I reached out to prior were either unknowledgeable or very pricy. Over the annoyance of sinks that merely drizzle water and a brand new fridge that doesn’t have a water line to it, I ventured on the arduous task of once again… plumber searching. A google search lead me to many with almost 5 stars, so that’s where I started. Once I spoke with Justin, the GM, and heard his personalized approach, I was hopeful we’d found out forever plumber and our issues would be gone. I came here to say, we were not disappointed. They fixed everything the same day as the our scheduled day for a quote. Jorge was our tech. He was courteous and efficient, he even found a leak we were unaware of and fixed it, no additional charge. Speaking of charge, this company has the best prices, and equally, customer care, than anyone else I’ve called. I cannot tell you how happy we are to have working sinks and fridge! We are very satisfied with our choice in this company; you definitely want to hire them. :-)
